നീയോ എസ്രയേ, നിനക്കു നിന്റെ ദൈവം നല്കിയ ജ്ഞാനപ്രകാരം നദിക്കക്കരെ പാർക്കുന്ന സകലജനത്തിന്നും, നിന്റെ ദൈവത്തിന്റെ ന്യായപ്രമാണങ്ങളെ അറിയുന്ന ഏവർക്കും തന്നേ, ന്യായം പാലിച്ചുകൊടുക്കേണ്ടതിന്നു അധികാരികളെയും ന്യായാധിപന്മാരെയും നിയമിക്കേണം; അറിയാത്തവർക്കോ നിങ്ങൾ അവയെ ഉപദേശിച്ചുകൊടക്കേണം.

And thou, Ezra, after the wisdom of thy God, that [is] in thine hand, set magistrates and judges, which may judge all the people that [are] beyond the river, all such as know the laws of thy God; and teach ye them that know [them] not.

Ezra, I give you the authority to use the wisdom you have from your God and choose civil and religious judges. These men will be judges for all the people living in the area west of the Euphrates River. They will judge all the people who know the laws of your God and they will teach those who don't know those laws.
