ಇಸ್ರೇಲ್ ಜನಾಂಗದೊಂದಿಗೆ ಹೋರೇಬ್ ಬೆಟ್ಟದಲ್ಲಿ ಯೆಹೋವನು ಒಂದು ಒಡಂಬಡಿಕೆಯನ್ನು ಮಾಡಿಕೊಂಡನು. ಅಲ್ಲದೆ ಇಸ್ರೇಲರು ಮೋವಾಬ್ ಪ್ರಾಂತ್ಯದಲ್ಲಿದ್ದಾಗ ಯೆಹೋವನು ಮೋಶೆಗೆ ಅವರೊಡನೆ ಇನ್ನೊಂದು ಒಡಂಬಡಿಕೆಯನ್ನು ಮಾಡಿಕೊಳ್ಳಲು ಹೇಳಿದನು. ಅದು ಯಾವುದೆಂದರೆ:
