మహారాజు తన సామ్రాజ్యం లోని ప్రతి సామంత రాజ్యంలోనూ ఒక్కొక్క నాయకుణ్ణి ఎంపిక చేసుకో వాలి. ఆ నాయకులు అందమైన ప్రతి ఒక్క కన్యనూ రాజధాని నగరమైన షూషనుకి తీసుకురావాలి. ఆ కన్యలను మహారాజుగారి అంతఃపుర స్త్రీల బృందంలో వుంచాలి. ఆ కన్యలు అంతఃపుర స్త్రీలను అదుసాజ్ఞల్లో పుంచే హేగే కొజ్జా అధీనంలోవుంటారు. వాళ్లందరికీ సౌందర్య పోషక క్రియలు జరపాలి.
